Bihar’s Education Overhaul : Panchayat-Level Hubs to Strengthen Academic Support and Peer Learning

Bihar’s education department has launched a significant restructuring initiative aimed at improving academic support and enhancing classroom practices across the state’s government schools. In a bid to implement the vision set out by the National Education Policy (NEP) 2020, the state has established new Complex Resource Centres at the panchayat level. This reform involves bringing all primary, middle, secondary, senior secondary schools, and Anganwadi centers under the umbrella of these hubs.

The newly formed Complex Resource Centres are part of an extensive overhaul of Bihar’s education system. The initiative redefines the role of the existing cluster resource centres, with nearly 9,000 of them being reorganized across the state. The Complex Resource Centres have been established in all 8,827 panchayats and 75 nagar panchayats, ensuring that every educational unit, from schools to Anganwadi centres, is included in this system.

The senior-most teacher at the middle school level within each panchayat has been designated as the coordinator. The primary goal of these Complex Resource Centres is to provide academic support and resources to government schools and Anganwadi centres. The second Saturday will be reserved for teachers of classes 3 and 4, along with those who were unable to attend the previous meeting. The third Saturday will focus on language teachers, including Hindi, English, Sanskrit, Urdu, and social science educators from middle and high schools. On the fourth Saturday, mathematics and science teachers will gather to discuss academic matters.

If there is a fifth Saturday in the month, it will be used for school visits or additional meetings by the coordinators. These visits will help ensure that schools are adhering to the best teaching practices and that coordinators can provide on-site feedback.

Focus on Academic Issues and Classroom Practices

The agenda for each meeting will be determined in advance by the teachers, ensuring that discussions remain focused on academic issues and classroom practices. The meetings are designed to address the practical aspects of teaching and learning, ensuring that all teachers are equipped with the tools and strategies they need to succeed in their classrooms.

Matters related to school management, administrative issues like appointments and transfers, or infrastructure problems will not be discussed in these meetings. The sole focus will remain on improving the quality of education and teaching methods. Teachers will be encouraged to develop monthly academic plans for their schools, which will be reviewed in these meetings. Innovative teaching practices will also be formally recognized, motivating educators to experiment with new approaches to teaching and learning.

Democratic Leadership and Peer Learning

Each session at the Complex Resource Centres will be led by an expert teacher, democratically elected from the group of teachers attending the meeting. This teacher will be responsible for preparing the minutes of the meeting and ensuring that the discussions are documented for future reference. This model encourages shared responsibility and fosters a sense of community among teachers, which is critical for improving education at the grassroots level.
