Bihar Government Launches Seven Nishchay-3 Program : Focus on Employment and Economic Growth

The Nitish Kumar-led Bihar government has officially launched the third phase of its ambitious “Seven Nishchay” program. Chief Minister Nitish Kumar himself announced the implementation of “Seven Nishchay-3” on social media. The Bihar Cabinet has approved this phase, which aims to drive significant growth across various sectors in the state. The announcement was made following a cabinet meeting held at the old Secretariat in Patna, where nearly all ministers of the government were present. During the meeting, the agenda related to the Seven Nishchay-3 program was approved, marking a new phase in Bihar’s development.

A Vision for Prosperous Bihar

Chief Minister Nitish Kumar expressed his pride in Bihar’s progress, highlighting that his government has worked consistently for 20 years to promote development across all sectors. The government has successfully achieved goals outlined in previous phases, including “Seven Nishchay” (2015-2020) and “Seven Nishchay-2” (2020-2025). With this new phase, the aim is to elevate Bihar into one of the most developed states in India.

The Core Focus of Seven Nishchay-3

The primary focus of “Seven Nishchay-3” is to improve the economic and social landscape of Bihar. This phase includes several crucial programs, designed to uplift various sectors, including employment, industry, agriculture, education, health, infrastructure, and the overall ease of living for citizens. The first step in this phase is to double employment opportunities and income levels for the people of Bihar, with the goal of significantly raising the average per capita income of the state.

Doubling Employment and Income

The first initiative under Seven Nishchay-3 is “Doubling Employment and Doubling Income.” This initiative is centered around the goal of doubling the average per capita income in the state. To achieve this, various schemes and programs have been introduced. One of the significant aspects of this program is the “Mukhyamantri Mahila Rozgar Yojana,” under which the government is offering Rs 10,000 to women for self-employment. Beneficiaries of this scheme will also receive financial assistance of up to Rs 2 lakh to expand their businesses.

Additionally, in 2023, Bihar conducted a caste-based socio-economic survey. Based on the findings, 94 lakh poor families have been prioritized for employment schemes and will receive additional financial support where necessary. The government has also committed to developing “Haat-Bazaars” (local markets) to promote the sale of Bihar’s local products. The state aims to create job opportunities for 10 million youth in the next five years. A dedicated Youth, Employment, and Skill Development Department has already been established for this purpose.

Promoting Industry for a Stronger Bihar

The second major initiative under Seven Nishchay-3 is “Prosperous Industries, Empowered Bihar.” The government has formed three high-level committees, chaired by the Chief Secretary, to oversee the fast-paced development of industries in Bihar. The primary aim of this initiative is to make Bihar a new technology hub in Eastern India and a world-class workplace. The government also aims to encourage local entrepreneurs and talented youth to establish industries within the state.

To support these goals, industrial zones are being developed across all districts. Bihar has set an ambitious target to attract at least Rs 50 lakh crore in private investment over the next five years. The government has also established a new Micro, Small, and Medium Enterprises Directorate to promote small industries. Furthermore, the Bihar Marketing Incentive Corporation has been set up to help local products gain access to global markets. As part of the initiative, the government plans to revive nine closed sugar mills in a phased manner and set up 25 new sugar mills.

Agricultural Growth for a Prosperous State

The third core initiative is “Progress in Agriculture for State Prosperity.” Under this initiative, the fourth agricultural roadmap for 2024-2029 will be implemented with even greater intensity. Additionally, a roadmap for the production and processing of Makhana (fox nuts) will be developed. Special emphasis will be placed on dairy farming and fisheries, with the formation of milk production committees in every village and the establishment of “Sudha” sales centers in each panchayat. The government also plans to improve irrigation facilities to ensure water access for every farm.

Advanced Education for a Bright Future

The fourth initiative focuses on “Advanced Education for a Bright Future.” A separate higher education department has been established in the state, which will work towards upgrading Bihar’s educational institutions. The state plans to develop its prominent educational institutions into Centers of Excellence. Furthermore, a new Education City will be built to provide top-tier educational infrastructure.

Accessible Health for a Secure Life

The fifth initiative under Seven Nishchay-3 is “Accessible Health for a Secure Life.” This program aims to upgrade block-level community health centers to specialty hospitals and district hospitals to super specialty hospitals. Public-private partnerships will be encouraged to improve education and healthcare in the state’s medical colleges and hospitals. Additionally, there will be incentives for doctors to work in remote rural areas, and a policy will be introduced to restrict private practice for government doctors to ensure better healthcare access.

Strengthened Infrastructure for Urban and Rural Development

The sixth key initiative is “Strong Infrastructure for Modern Expansion.” This initiative focuses on expanding urban areas and strengthening civic amenities. The government plans to develop new modern, planned cities and ensure affordable housing for urban poor communities. To improve connectivity, five new expressways will be constructed, and rural roads will be widened to two lanes in a phased manner. The state will also enhance its electricity infrastructure and promote solar energy by installing solar panels on rooftops across homes.

Moreover, Bihar’s tourism sector will be developed by transforming key tourist destinations into national and international level tourist spots. A film city will be established to encourage film production, and the state will also promote sports. A world-class sports city will be constructed in Patna, and Centers of Excellence for sports will be established in all districts. National and international sports competitions will also be hosted in Bihar.

Respect for All and Ease of Living

The seventh and final initiative under Seven Nishchay-3 is “Respect for All and Ease of Living.” This program aims to improve the lives of all citizens by leveraging modern technology, innovation, and sensitive governance. The government plans to implement policies that will make life easier for the people of Bihar, ensuring that the benefits of development reach every section of society.

The launch of Seven Nishchay-3 represents a significant step forward in Bihar’s growth journey. With a focus on creating job opportunities, fostering industrial growth, and improving education and healthcare, this program aims to create a more prosperous, well-connected, and developed Bihar. The government’s comprehensive approach seeks to address the needs of the people and build a foundation for long-term development.
