Major Relief for Bihar Teachers: Pay Protection Granted to Vishisht Shikshak and Head Teachers

The Bihar government has announced significant relief for millions of teachers across the state. A press note from the Education Department confirms the decision. Pay Protection benefits will now be extended to Vishisht Shikshak, Head Teachers, and Headmasters. The Education Department Secretary issued the press note on Sunday. It stated that Vishisht Shikshak created from local body teachers in government schools will receive this benefit. Primary school Head Teachers will also be covered by this new policy. This important decision is expected to boost the income of over three lakh teachers. They may see an additional four to five thousand rupees every month.

Pay Protection for Vishisht Shikshak and Educators

The Education Department elaborated on the new policy. Approximately 2.45 lakh local body teachers have cleared the Sakshamta (competency) Exam first and second phases. These educators have joined service as Vishisht Shikshak. They will receive Pay Protection from their date of joining the new position. These teachers will receive their arrears for salary increments. This payment will be made along with their October 2025 salary. Teachers who pass the Sakshamta third, fourth, and fifth exams will also be eligible for these benefits. This ensures all qualified teachers benefit from the new pay structure.

Benefits Extended to Head Teachers

Recently, around 28,750 Vishisht Shikshak or local body teachers have been promoted. They have joined as Head Teachers in state government primary schools. The Education Department has decided to grant Pay Protection to all these Head Teachers. The benefit will be effective from their date of joining the new role. An official notification is being issued for this purpose. This comes under the new Bihar Primary School Head Teacher Rules-2024.

A Long-Standing Demand Met for Teachers

Teacher associations have been demanding the implementation of Pay Protection for a long time. Educators had concerns about potential salary cuts. These cuts were feared when shifting to the Vishisht Shikshak cadre. The government’s new decision resolves these financial anxieties completely. Teachers will now receive salaries based on their previous pay scale. This ensures that they will not suffer any financial loss due to the transition.

Understanding the Pay Protection Rule

The Pay Protection rule ensures an employee’s salary is not reduced. This applies even when the employee changes position or cadre. When a teacher joins as a Vishisht Shikshak or Head Teacher, their pay must be equal to or higher than their previous salary. The government is ensuring that teachers get full benefit. This includes recognition of their past experience and former service period.

Meanwhile, a nine-member committee will convene its second meeting on October 10. The committee is addressing matters related to service continuity and seniority determination for teachers. This panel is working under the chairpersonship of Primary Education Director Sahila. It is tasked with preparing a detailed report. The report will cover service continuity, promotion, and seniority for teachers across the state. Decisions on these crucial matters are eagerly awaited by the teaching community. The committee’s work is vital for finalizing service terms. This will provide a comprehensive framework for teacher careers.
